IRCTC New Rule 2025: Waiting List Passengers Banned from Sleeper and AC Travel
From May 1, 2025, Indian Railways has introduced a major rule change that directly affects millions of train passengers across the country. According to the new IRCTC rule, passengers with waiting list tickets are no longer allowed to travel in Sleeper or AC coaches.
This rule has already come into effect and applies to all classes of reserved coaches—including Sleeper, AC Chair Car, 3AC, 2AC, and 1AC.

What Was the Old Rule?
Previously, waiting list passengers were allowed to board reserved coaches, especially if no ticket examiner (TTE) asked them to leave. Often, passengers would board hoping for last-minute confirmation or availability through TTE.
Although not officially permitted, many travelers still boarded and adjusted in reserved compartments—especially during holidays or emergency trips.
However, this unofficial adjustment culture is now banned, and action will be taken against violators.
What’s New from May 1, 2025?
✅ Passengers with waiting list tickets cannot enter Sleeper or AC coaches.
✅ Only General (Unreserved) coaches are open for them.
✅ TTEs will fine violators:
₹250 in Sleeper Class
₹440 in AC Classes
✅ The fine is in addition to fare from the boarding point to the next station.
✅ The Advance Reservation Period (ARP) has also changed—from 120 days to 60 days.
✅ IRCTC now requires OTP verification for all online bookings.
Why This Rule Was Introduced
Indian Railways took this step to:
Avoid overcrowding in reserved coaches
Make travel more comfortable for passengers with confirmed tickets
Maintain better hygiene, security, and order in trains
